Whistle-Blowing Policy
The purpose of this Whistle-Blowing Policy is to provide channels through which staff, members, regular visitors or other persons may, in confidence, raise concerns about possible wrong-doing or improprieties in financial or other matters involving Staff and Board members of Covenant Evangelical Free Church.
- CEFC Whistle-Blowing Committee
- Chaired by Audit & Risk Committee Chairman.
- Members are Board Chairman and Legal Task Group Chair.
- The Committee will evaluate complaints and determine responses.
- The Committee will determine who will be kept informed and/or enlisted to assist in investigations.
- General Guidelines for Whistle-Blowing
- Anyone can whistle-blow at any time without fear of retaliation or recrimination.
- It is assumed all whistle-blowing is done in good faith based on genuine concerns.
- Whistle-blowing is directed at CEFC Staff or Board Members on matters such as (but not limited to):
- Financial accounting – fraud, questionable practices or policies
- Legal matters – violation of the law
- Ethics – corruption, forgery, theft, serious misconduct
- Abuse of power – retaliation, harassment, discrimination, misusing church resources for personal gain
- Immoral conduct – sexual misconduct, cheating, lying
- General complaints and grievances over service quality, ministry deficiency, operational matters, HR policy, staff development review, unhappiness over private conduct of fellow Covenant Members etc. are not matters for whistle-blowing. These concerns should be taken up with ministry leaders and pastors.
- Disclosures and Information
- The whistle-blower is encouraged to reveal his/her identity to facilitate investigation. However, anonymity is accepted.
- The identity of the whistle-blower will be kept strictly confidential, unless consent for disclosure is given.
- The whistle-blower should provide specific information such as names of parties involved, places, dates, times and descriptions of alleged wrongdoings.
- Other relevant evidences should be provided where possible to assist investigation e.g. pictures, documents, emails, SMS etc.
